About Maoni Hub
Maoni Hub is a civic technology service for public participation. It lets people and organisations give their views on issues open for public input, and shows how that input was considered.
Who operates Maoni Hub
Maoni Hub is operated by Daylight Build Inc. Daylight Build Inc. builds and runs the service, including the Maoni Hub WhatsApp channel used for verification and status updates.
Maoni Hub is an independent civic technology service, not a government website.
This is a pilot
Maoni Hub is an early service, still being improved. Consultations run on it are a test of the platform, and any reporting covers submissions made on this platform only.
How your information is handled
Everything about your data — what is collected, who processes it, where it is stored, how long it is kept, and your rights over it — is in one place: the privacy policy.
Common questions
Is my participation anonymous?
We never ask for your name, and your answers are stored under an encrypted reference — not your phone number or email. Your contact details do exist, in a separate locked-off system, because they are how a submission is verified as genuine. The part of the platform that handles submissions has no technical ability to read who you are: the separation is enforced by the database itself, not by policy.
Full detail: “What we collect” and “Security” in the privacy policy.
How much of my personal information do you keep, and who can access it?
Your phone number or email address, when you verified it, and a record of your consent. Nothing else about you is required — the six questions about sex, age group, county and constituency, urban or rural, and disability status are all optional, and each has a “Prefer not to say” option. We do not collect your name, ID number, photo, or precise location, and we do not store IP addresses.

Where do you store the information you receive, how is it used, and for how long?
Outside Kenya — in the United States and Canada. What you submit becomes part of a permanent public-participation record, so we make no time-limited deletion promise: a committee’s published response has to stay checkable against what the public actually said, including years later.
Full detail: “Where your data is stored” and “How long we keep it” in the privacy policy.
How will my response get to Parliament? Will it have any impact?
Your submission is grouped with others, analysed and packaged, and presented to the relevant parliamentary committee. The committee considers all views from all sources and prepares a report with recommendations, including proposals to amend the law. That report is tabled and debated in Parliament, where the recommendations may be adopted or rejected.
Taking part means your view is considered. It does not guarantee the outcome. What you can rely on is that your submission is on the record: your tracking reference lets you confirm that in the public audit log at any time.
Who runs this website?
Maoni Hub is operated by Daylight Build Inc. Daylight Build Inc. builds and runs the service, including the Maoni Hub WhatsApp channel used for verification and status updates. Maoni Hub is an independent civic technology service, not a government website.
How does the technology work?
You answer question by question. Software, including AI, then groups similar comments into themes, so that large volumes of submissions can be worked through systematically. It only organises — people decide what the committee does with your input. Your own submission is never changed, only organised alongside others raising the same issue.
The grouping runs on a single machine owned and operated by Daylight. Submissions never go to a third-party or commercial AI service.

What is a public audit log?
Every consultation runs on the record. Key events — a consultation opening, each submission being received, the committee’s response being published — are written to a log built append-only: entries are added, never edited or removed. Entries show tracking references, never who you are.
Anyone can inspect it, including counting the submissions a consultation received. Read the public audit log.
